About Optimus Construction

The Optimus Construction team possesses expertise and experience in general contracting, coupled with the knowledge and business acumen of credentialed professionals. During pre-construction and construction phases we assist owners, developers and institutions to better manage their projects.  Optimus Construction was founded by Jeffrey P. Boysen, a licensed General Contractor in California since 1979. His experience includes: custom high-end residential, single family production homes, multi-family apartments, condominiums, commercial offices, medical buildings, retail, and tenant improvement projects.

Optimus specializes in building quality affordable housing for: Senior Affordable Housing, Family Affordable Housing, Permanent Supportive Housing, Veteran Housing, Mixed-Use,  Rehabilitation Affordable Housing, and Market Rate Multifamily Housing.  Optimus knows the terrain of general contracting for affordable housing. We approach each project with dedicated service, tailor-made solutions and innovative ideas. Optimus has extensive history in managing projects from inception to close-out.  Over the past several years, Optimus has built numerous projects with prevailing wage requirements. These projects also included the following requirements: Local Hire programs, Apprenticeship programs, Federal and State Prevailing Wages, HUD requirements, Section 3, and Project Laborer Agreements. We have worked closely with the following agencies to adhere to all the goals and requirements for each project: HUD, CRA/LA a Designated Local Authority, HCIDLA (formerly LAHD), San Bernardino Economic Development Agency, the former La Quinta Redevelopment Agency, the Housing Authority of the City of Palm Desert, City of Palmdale, and CALVet.

The Optimus management systems employs a combination of industry best practices and proprietary processes we have developed over three decades of construction and project management experience. We maintain strong and direct relationships with over 500 hundred pre-qualified sub-contractors many of whom specialize in the construction of affordable and market rate multi-family housing. The entire staff embraces a unique awareness for the value of time, money and quality; these values are reflected in the day to day operations of Optimus Construction.
